TRANSFER OF CLUBS
Clubs must have the permission of their present League before entering any negotiations with another League. Similarly, any Member League who wishes to negotiate with a Club from another Member League must ensure that permission has been received in writing prior to the negotiations.
Clubs resigning from their current league must give notice in writing by the 30th June of the year prior to which they intend to move to a new league. The only exception to this is where a League folds or dissolves itself. This rule was amended at a Special AGM meeting of the YCB Board in September 2015.
It is expected that Leagues should ask for a copy of the clearance to negotiate from the applicant club before entering any negotiation with them or accepting any application. The YCB club transfer form is attached below.
TRANSFER OF PLAYERS
Where a player is a bona-fide playing member of two or more clubs affiliated to Member Saturday Leagues then the Player can only be registered by one club and will be regarded as being registered as a Player for the first such Club he plays for in any season. The transfer requirements of these rules must be met before the player can play for another club affiliated to a Member Saturday League.
TRANSFER OF PLAYERS BETWEEN CLUBS IN DIFFERENT LEAGUES
All transfer of Players between clubs in different Leagues must be carried on YCB Player Transfer Forms or via transfer on Play-Cricket. This will operate throughout the year. Leagues may use forms internally if they so wish or retain their current arrangements for internal player transfers.
Forms must be signed by the player, the Secretary of the present club, then sent to the Secretary of the new intended club, signed by him/her and forwarded to the League Secretary of the new Club.
In any event, all Clubs are advised to check that any player joining them at any stage has fulfilled all his obligations to his previous club and this is best done by requesting a clearance certificate on all occasions. This applies throughout the year.
SUNDAY AND MID-WEEK LEAGUES
YCB Rule 9.4 makes separate arrangements for the transfer of players to and from such leagues in that players from Saturday Leagues may play in such leagues without transfer. YCB has now added the further additional ruling and interpretation:
"Where a member Saturday League has a separately organised Sunday Section, then for the purposes of Rules 9.2, 9.3 and 9.4 this Section shall be regarded as an independent Sunday Leagueā€¯.
